Where do I find what one charges for audio recording, this client wants me to speak in on mp3 phrases in Dutch, is the speaking and recording charged too?

My client agreed to pay me for an audio recording on MP3 $10.00 per minute. I believe it's pretty cheap. He said he 's willing to pay "that much" because my language is rare. To record other popular languages he found cheaper Voice artists. Amazing, isnt? Unfortunately, In developing countries people are willing to work for half a penny. They brought this market down... Union Voice Artists usually charge $50.00-100.00/minute. To get close to that rate you must have, I think, a very good-charming voice and professional studio.
